East Herts District Council has given Places for People (PfP) the green light to deliver 8,500 homes across six villages.
The planning permission is part of a 10,000-home plan in the Gilston area under which house builder Taylor Wimpey will deliver a seventh 1,500-home village.
Alongside new homes, the development includes facilities for business, retail, healthcare and sports and leisure, as well as community spaces, parks and open spaces, new primary and secondary schools and early-years facilities.
The council first considered the planning application in February and March 2023. It was resolved that permission should be granted subject to the finalisation of conditions and the completion of a Section 106 agreement to secure the necessary infrastructure.
Vicky Glover-Ward, executive member for planning and growth at East Herts District Council, said: “We are pleased to issue the planning permissions for the delivery of 10,000 homes and associated infrastructure in the Gilston area.”
The district council explained that including earlier permissions for new transport infrastructure, schemes known as the Central and Eastern Stort Crossings, represent a significant milestone in bringing forward the Gilston area development proposal identified in East Herts’ 2018 District Plan.
Richard Roberts, the leader of Hertfordshire County Council, said: “The Section 106 agreement represents a significant milestone for Hertfordshire and the Harlow and Gilston Garden Town project. It demonstrates our commitment to ensuring that growth is accompanied by the infrastructure needed to support thriving communities.
“My thanks to all five councils, who have strived to get the best possible deal for existing and new residents yet to arrive.”
Greg Reed, group chief executive of PfP, said: “This landmark project will not only deliver much-needed homes, supporting the government to meet its ambitious housebuilding targets, but it will also create new thriving communities that deliver profound health, economic, environmental and social benefits to the area.
“New primary and secondary schools, health and well-being facilities, sustainable transport solutions and jobs will together contribute towards [a total of] £1bn of investment in new and improved local infrastructure.”
Mr Reed said the permissions marked “a significant milestone for this once-in-a-generation opportunity and shows our key role in ensuring that much-needed homes are delivered in East Herts”.
He added: “Following years of extensive conversations and collaboration with the local authorities and stakeholders, reaching this point reinforces our commitment to the Gilston area project and our dedication to getting it right.”
