Landlord appoints PA Housing boss as interim chair

Extra-care specialist Housing 21 has appointed the boss of PA Housing as interim chair following the incumbent stepping down after five years in the role #UKhousing

Michael McDonagh, who became chief executive of PA Housing in February, has taken up the temporary position at Housing 21 after previously being deputy chair. 

It comes after the 22,000-home landlord’s, Stephen Hughes, resigned last week after serving his “maximum term”, according to a filing with the stock market. 

Mr Hughes joined Housing 21’s board in 2014, becoming chair in September 2018. Under the landlord’s rules, the longest a board member can serve is nine years.

Housing 21 said it expects to have a new chair in place by March next year, the end of its financial year. 

In August, Housing 21 abandoned plans to merge with fellow older people’s housing specialist the ExtraCare Charitable Trust (ECCT), four months after the plans were first announced.

A spokesperson told Inside Housing that a recruitment process to replace Mr Hughes did not start earlier as it had expected the chair of ECCT to take on the chair role if the merger had gone ahead.

Mr Hughes is a former chief executive of Birmingham City Council and is currently a non-executive director at HS2.

In its last full year to March 2023, Housing 21 returned to a surplus of £9.7m after reporting an £8.9m deficit the year before.

Last month, the group revealed it is considering selling off more than 200 non-social rent properties.
