Grenfell Inquiry day 79: residents told to stay put with fire in their flats
Residents of Grenfell Tower were told to stay put even with fire and smoke inside their flats, the inquiry heard today.
Control room operators for the London Fire Brigade (LFB), who took calls from residents on the night of the fire, gave evidence to the Grenfell Tower Inquiry today.
One of them, Christine Howson, said in her statement that residents told her there was smoke and fire in their flat and she advised them to stay put.
The LFB’s guidance on the stay put policy states: “If the fire isn’t in your own flat and your flat is not affected by smoke from a fire elsewhere from a fire elsewhere in the building, it’s often safer to stay put.”
The National Fire Chiefs Council position on stay put meanwhile adds: “If there is a fire inside a flat or maisonette the advice is to alert all the people in the flat and leave the property and close all doors.
“If there is a fire in your building but not inside your own home, then you are usually safer to stay in your flat unless the heat or smoke from the fire is affecting you.” (emphasis added)
On one of Ms Howson’s calls, the caller told her: “I can see [the fire] and the window’s already burning up.”
Speaking to the inquiry, Ms Howson agreed that this caller was affected by fire. Asked why she didn’t advise the caller, she said: “I still believed at that point that if I could keep them safe where they were that we would rescue them.”
Another told her: “Oh my god, the fire is coming through.”
She told them to shut the window, and then the call ended. Asked at the inquiry why she didn’t change her advice, she said: “I don’t know. It was inconceivable that they could be on the top floor and it would be on fire.”
In her witness statement, she revealed that even after she had seen a picture of the whole building on fire and been told that flames had reached the top floor, she continued to tell residents to stay put.
On one of Ms Howson’s calls, a resident on the 22nd floor told her: “There is fire in our kitchen.”
Even though she had already been told by other residents at the top of the tower that fire had reached that point of the building and seen a picture of the fire, she still advised this resident to stay in their flat.
In her witness statement, Ms Howson also described a point later in the night: “All of a sudden, the rush of calls coming in had dropped. You could hear a pin drop in the control room. It was awful, and felt worse than the calls coming in, because we knew why there were no more calls coming in.”
