Housing association and council moves

Hilary Milne
Hilary Milne has been appointed interim group director of governance and compliance at A2Dominion

David Bogle has announced that he will be leaving his role as chief executive of Hightown Housing Association in March 2025, after almost 30 years in the role. Mr Bogle is also chair of homelessness campaign group Homes for Cathy.

Hilary Milne has been appointed interim group director of governance and compliance at A2Dominion. Ms Milne worked for Rochdale Boroughwide Housing in 2023, after its downgrade to G3, and prior to that was group director of governance and compliance at One Housing.

Platform Housing Group has announced Steve Eaves as director of assets, regeneration and sustainability, with the regeneration team moved into the assets directorate. Previously Mr Eaves was working temporarily across the two functions.

Charley Gibbons has started as executive director for housing at EMH Group, on the retirement of Chris Ashton. Previously Mr Gibbons was director of customer experience at Orbit.

Progress Housing Group has named Sheena McDonnell as its new chair. She will succeed Nigel Wright at the end of his term. Ms McDonnell is chair of the board at Barnsley Hospital NHS Foundation Trust and a non-executive director for the Greater Manchester Integrated Care Partnership.

Martin Warhurst has been appointed chair of the board at Salix Homes, taking over from Jim Battle at the end of his term. Mr Warhurst was previously chair of the audit and risk committee.

Jacqui Bateson has been appointed chair of Eastend Homes, taking over from Kevin Moore at the end of his term. Ms Bateson was previously managing director of housing charity HACT.

Isabel Varey has joined CHP as customer services director. Her previous role was director of housing services development at Stonewater.

Kingdom Group in Scotland has announced Dan Blake as director of communities. Mr Blake joins from Berwickshire Housing Association, where he was executive director of customer experience.

Wandle has announced Francis Burrows as executive director of customer and operational services. He is replacing Suzanne Horsley, who moved to Metropolitan Thames Valley as executive director of property in May. Previously Mr Burrows was director of support and service development at Orbit.

Yvonne Castle has been announced as chair of Railway Housing Association, beginning in February 2025 when Chris Fawcett finishes his term. Ms Castle was previously chief executive of Johnnie Johnson Housing.

Durham Aged Mineworkers’ Homes Association has appointed Andrew Thompson as finance director, replacing Nicola Local. Previously Mr Thompson was assistant director – treasury at Karbon Homes.

Lucy Heath has been appointed head of housing at Cheshire West and Chester Council. Previously Ms Heath was commissioning and strategy manager at Shropshire Council.

Helen Fortune has started as head of development and business growth at Salvation Army Homes. Previously Ms Fortune was head of development (central) at Stonewater.

Richard Macphail
Richard Macphail has been announced as partner and co-head of social housing at law firm Browne Jacobson

Karen Robson has joined Welsh homelessness charity The Wallich as chief executive, following the departure of Lindsay Cordery-Bruce earlier this year. Sian Aldridge, who held the role in interim, will return to her previous role as the organisation’s director of operations. Ms Robson was previously chief executive of The Care Collective and associate director of services at RNID (the Royal National Institute for Deaf People).

Alison Watson has been appointed president of the Chartered Institution of Civil Engineering Surveyors, the first woman to hold the role at the organisation. Ms Watson is founder and chief executive of social enterprise and specialist education consultancy Class Of Your Own.

Shamir Hale has started as head of external affairs at Switchee. Previously Mr Hale was public affairs and communications manager at the Royal Horticultural Society, and held roles in central and local government, and at L&Q.

Richard Macphail has been announced as partner and co-head of social housing at law firm Browne Jacobson. Previously Mr Macphail was head of social housing at Hugh James.
