KCTMO appoints interim chief executive

The organisation responsible for managing Grenfell Tower has appointed an interim chief executive, Inside Housing can exclusively reveal.

Exclusive: new interim CEO appointed at KCTMO

Elaine Elkington took over as the head of Kensington and Chelsea Tenant Management Organisation (KCTMO) yesterday, filling the post vacated by Robert Black in June.

Mr Black stepped aside to “concentrate on assisting with the investigation and inquiry” into the fire at Grenfell Tower, which killed at least 80 people after tearing through the block in June.

Ms Elkington told Inside Housing: “I’m looking forward to working with our resident-led board and with staff to move the organisation forward at a business-critical time and supporting our desire for continued service improvements.”

Ms Elkington was director of housing at Birmingham Council, where she worked for 10 years until February 2013, when she left after restructuring at the council.

She has also been director of housing and regeneration at Hammersmith and Fulham Council, and is a governing board member of the Chartered Institute of Housing.

At Birmingham, she took the housing department from a zero star rating from the Audit Commission in 2004 to a three out of four star rating five years later.

After leaving Birmingham Council, Ms Elkington founded Elaine Elkington and Associates, a consultancy offering advice in numerous areas, particularly within the public sector.

Fay Edwards, chair of KCTMO, said: “We’ve been very fortunate to secure the services of an outstanding housing professional. She brings with her a wealth of knowledge and experience which will serve our 10,000 residents well.”
