Westminster City Council’s housing director has moved to head up its new development company.
Barbara Brownlee has become managing director of the recently launched Westminster Builds development vehicle.
Ms Brownlee was formerly executive director of growth, planning and housing at the local authority, where she led on its regeneration programme after joining in 2015.
Debbie Jackson, who was previously director for built environment at the Greater London Authority, has replaced her at the council.
Westminster Builds has ambitions to deliver nearly 2,000 homes over the next five years and is involved in the regeneration of the Ebury Bridge Estate.
It is also actively seeking opportunities to build new homes outside of Westminster, the council said.
Ms Brownlee said: “We have an ambitious programme to deliver almost 2,000 homes in the next five years and we are determined they will be sustainable and high quality.
“This is why we are investing in innovative and environmentally sustainable design and construction, and in training and skills, both in the sector and in the local community.
“We have set high standards in the work we do and aim to be a partner of choice and a great place to work.”
Rachael Robathan, leader of Westminster City Council, said: “We are delighted to see Westminster Builds up and running with a significant number of developments underway and more in the pipeline.
“This will be of huge benefit to our residents by enabling us to build more affordable housing.”
Many councils across England have set up development companies in a bid to increase housing delivery, improve building standards and generate income for the general fund.
James Green, director of development at the council, will act as director of development at Westminster Builds.
Stephen Muldoon, assistant city treasurer at the council has been appointed director of finance at the new company.
Jacqui Wilkinson, deputy cabinet member for finance, property and regeneration, will chair Westminster Builds.
