A Welsh housing association which was criticised by the regulator for its response to intervention has appointed two new directors.
Cardiff Community Housing Association (CCHA) has been undergoing a thorough senior personnel change since the Welsh government’s housing regulation team identified serious repairs data failings at the 2,840-home landlord last March.
A first-of-its-kind ‘lessons learned’ report published in December by the regulator said that bosses at the association had “responded inappropriately” to investigation, focusing on denying there was a problem rather than working to resolve the problems – which affected tenants’ health and safety.
CCHA has overhauled its board since the regulatory intervention and appointed a new chief executive, Hayley Selway, in December.
The association has now also recruited a new corporate director of central services and corporate director of tenant services to its senior leadership team.
Brian Pickett will take on responsibility for central services, joining from Rhondda Housing Association where he has been finance director since 2015.
Mr Pickett was formerly head of innovative funding for housing and regeneration for the Welsh government, overseeing the implementation of the Welsh Housing Bond with M&G Investments.
He has also worked for PwC, Standard Chartered Bank, the Audit Commission and the National Audit Office.
Stephen Evans joins as corporate director of tenant services from being director of housing at Pobl Group – Wales’ largest housing association.
He is also chair of Community Housing Cymru’s Welfare Reform Delivery Group.
Both roles have been newly created as part of CCHA’s governance restructure.
Ms Selway said: “Our recent governance review included the roles within the senior leadership team, resulting in a reconfiguration of the directorates at CCHA.
“I am delighted that we were able to attract Brian and Stephen to join us at such a crucial time in improvement and growth of our services.”
