Savills has hired two housing regulation experts, including a former long-serving director at the English regulator, to boost its affordable housing consultancy arm.
Maxine Loftus has joined the real estate services firm as a director and consultant Julian Paine joins on a permanent basis.
Ms Loftus spent the past 10-and-a-half years working at the Regulator of Social Housing (RSH), including the past four years as director of regulatory operations.
Prior to the RSH, she spent eight years at the now defunct Tenants Services Authority, which was a precursor to the regulator.
Earlier in her career, Ms Loftus worked for housing association East Bradford Community Housing Trust and Bradford Council.
At Savills, Ms Loftus will join her former colleague Kelsey Walker, who worked in regulation at the Homes and Communities Agency up until 2018 before it was split to form the RSH and Homes England.
Ms Loftus said: “Having worked in a housing association and at the regulator, I am now really keen to see another perspective and am looking forward to working with Savills’ clients.”
Mr Paine has spent nearly three years as an associate director at Savills. He had previously worked at 36,000-home landlord Aster and Somerset-based housing provider Alliance Homes.
Mr Paine said: “I’m delighted to be joining Savills, having worked closely with a wide range of clients on governance and consumer regulation matters for some time.”
In his early career Mr Paine spent eight years at government agency the Housing Corporation, another precursor to the RSH.
Just last week, the head of social housing at Devonshires announced that he will be stepping down from his role after 33 years at the law firm.
