MHCLG housing supply chief: affordable housing grant increase ‘on the table’ for Spending Review

More grant could be provided for affordable housing in the government’s upcoming Spending Review, a top official from the Ministry of Housing, Communities and Local Government (MHCLG) has confirmed.

Isobel Stephen, director of housing supply at the MHCLG, said in response to a question from Inside Housing about whether extra grant will be “on the table” in the review: “Of course it will be.”

Ms Stephen was speaking on a panel at Housing 2019 entitled “The housing crisis: high volume demand, low volume supply”.

She told the conference that the government’s aim to deliver 300,000 homes a year by the mid-2020s will not happen if “we just carry on doing what we’re doing at the moment”.

She added: “It’s not something we think will happen naturally. We’re about to go into a Spending Review, where we’ll be making those arguments with the Treasury. We need to pull all the levers that are possible to get to that.”

An array of housing bodies, including the National Housing Federation, came together this morning to call on the government to provide £146bn in grant over the next 10 years.

Meanwhile, the Greater London Authority (GLA) and the G15 group of large London housing associations yesterday called for £4.9bn a year in grant for affordable housing in the capital.

Speaking on the same panel as Ms Stephen, David Lunts, executive director of housing and land at the GLA, said that deteriorating market conditions in London meant “we can no longer rely on grant levels that we have been able to rely on for the last decade or so”.

He argued that the extra investment Sadiq Khan has asked for is therefore necessary “to keep the curve moving upwards, rather than diminishing, in London”.

He also criticised the government for reducing the amount it provides in grant funding to Transport for London, saying this makes it harder to enable the construction of new housing.
