Liverpool-based housing association Cobalt Housing has appointed Stephen Kinsella as the new chair of the board.
Mr Kinsella, who is currently chief land and development officer at Homes England, will take over from Kieran Timmins, who has served as the housing association’s (HA) chair since 2018. Mr Kinsella is due to step down from his role at Homes England next year to become group major projects director at Barratt Developments.
Cobalt Housing owns and manages 6,000 affordable homes in the Fazakerley, Croxteth and Norris Green areas of north Liverpool.
Mr Kinsella describes himself as “a Norris Green lad”, who was lucky enough to grow up in the area in the 1970s.
According to Cobalt, Mr Kinsella brings significant housing, property and development experience from the private and social housing sectors from his previous position as growth and partnerships director at Barratt for 11 years. Before that, he spent time at both Riverside and Arena HAs.
Projects overseen by Mr Kinsella include regeneration schemes at York Central and Bristol Temple Meads train stations. He also served on the Future Homes Task Force and a number of government and industry steering groups.

Commenting on his appointment, Mr Kinsella said: “It’s a huge honour to be appointed as chair of the Cobalt board.
“I’m a very proud Liverpudlian from an ordinary family brought up in a council house in Norris Green, and have lots of family, friends and connections across the whole of the Cobalt and surrounding areas. I know the area really well and I am a passionate supporter of what will always be my community.”
