Inside Housing’s annual repairs tracker reveals how much housing associations are spending on repairs and maintenance. Gavriel Hollander reports. Illustration by Scott Garrett
English housing associations spent a combined £5.51bn on repairs and maintenance in 2019/20, Inside Housing can reveal from our exclusive analysis of financial accounts.
This year, for the first time, Inside Housing has also calculated the amount that housing associations spent per home owned or managed. The average across the sector is £1,579.
But there is a huge variation in how much different landlords are spending. The highest spender was 2,600-home Cross Keys Homes, which spent nearly £7,000 per unit. Three other landlords (Salix Homes, Byker Community Trust and Bournemouth Churches Housing Association) spent more than £4,000 each per unit. Among landlords with more than 20,000 homes, Peabody spent the most per home (£2,773), followed by Housing 21 (£2,662).
Six English associations spent less than £1,000 per home, with Places for People coming in lowest at £559. The next lowest spends per unit were achieved by Durham Aged Mineworkers’ Homes Association (£611) and Lincolnshire Housing Partnership (£774).

This year’s repairs tracker is a bit different to what we have done in previous years. First of all, we have included capitalised major repairs in the figures for the first time. Some associations ‘capitalise’ some repairs – meaning they are treated differently in the accounts. Capitalising repairs allows the cost of that repair to be included in the value of the asset and expensed over its lifetime, rather than be accounted for as a one-off cost. Including these repairs gives a fairer like-for-like comparison across the sector.
Second, we have been able to include only 185 associations this year (you will find details of the top 50 in print, and the full list is below). Part of the reason for this is that some landlords have merged.
But the main reason is that, due to the pandemic, England’s Regulator of Social Housing gave housing associations an extended deadline to file their accounts – the end of 2020, rather than the usual deadline of September.

The pandemic will not have had much, if any, effect on the actual spending in this analysis, though: the financial year comes to a close at the end of March 2020, and although the first lockdown had begun by then, the impact on repairs spending will not yet have made a significant impression.

Once the pandemic struck, most associations paused or scaled back planned maintenance programmes. It is highly likely that the current financial year’s figures on maintenance spend will reflect that, while 2021/22 will see it bounce back as landlords undertake the works they postponed.
So what can the data tell us? The short answer is that before COVID-19, spending was on the rise. In 2018/19, our analysis found that 218 English associations spent £3.51bn in total on repairs and maintenance. That was already a 7.7% increase on the previous year. And we can now see from the repairs tracker that spending rose again. Even stripping out spend that is listed in housing association accounts as capitalised major repairs, the total spend for 2019/20 comes out at £3.61bn, representing an increase of 2.8%.
However, the real rise in spending is likely to be higher still across the sector as this year’s research includes only 185 associations.
Even when stripping out capitalised major repairs, major repairs spending saw the biggest percentage increase year on year, with £514m spent by the 185 organisations, compared with £491m spent by the 218 associations analysed last year. That equates to a 4.7% increase, which follows a 5% increase last year. Much of this increase can be attributed to the ongoing focus on fire safety work following the Grenfell Tower fire. Including capitalised major repairs takes the sector’s total spend in this area in England to £2.4bn.
Planned maintenance spend in 2019/20 was up to £968m from £943m, while routine maintenance – the day-to-day repair work that accounts for the majority of landlords’ spending – was £2.17bn, up from £2.1bn last year. Again, these figures are all based on an analysis of a slightly smaller pool of associations, suggesting that the real increase is larger still.

Clarion was the top spender in all three categories, with a total spend of £290m, although its overall repairs and maintenance outlay was down 7% against its restated figure from 2018/19, mainly because its previously unreported capitalised repairs figure was down from £124m to £102m.
In Clarion’s annual report, the 125,000-home landlord illustrates how the fire safety agenda has changed its spending programme. It states: “To drive greater value for money and customer satisfaction, we are moving the focus from reactive repairs to preventative planned maintenance, especially in areas concerned with fire safety.”
The report adds that this decision led to a “higher investment in planned maintenance compared to the prior year”, equating to a £3m net increase in spend on planned maintenance.
This move by Clarion is reflected by L&Q, the second-largest overall spender at £225m. In its annual report, L&Q says that while it registered “an increase in the ratio of responsive repairs to planned maintenance” in 2019/20, this is a trend it intends to reverse.
“A key objective for the year ahead is to focus on our planned maintenance and procurement of contracts to complete required works in an efficient way,” it says. “Through a more proactive approach and a focus on maintaining decent homes compliance, we aim to reduce the responsive maintenance.”

Waqar Ahmed, director of finance at L&Q, tells Inside Housing that “some expenditure” on maintaining its stock this year has been deferred, but that spend is likely to increase thereafter: “What we’ll see next year is much higher spend on maintenance, and not just at L&Q.”
Among the top 50 overall spenders on repairs and maintenance, the largest year-on-year increase in spend – in percentage terms – was the 65% recorded by Catalyst, whose overall figure of £69.5m was impacted by its merger with Aldwyck and the one-off cost of fire remediation work.
In its annual report, the 33,000-home landlord explains: “The impact of the merger has resulted in a number of one-off costs this year that mask the underlying financial performance of the group. In addition, the board recognises that the extra costs to replace cladding and other related fire remediation works have made it more difficult for readers of the accounts to understand the underlying financial performance.”
The report points out that £15.8m of Catalyst’s £27.4m additional spend year on year was on “fire-related costs”.
These figures are all very much ‘before pandemic’. So much has changed – from the types of work that landlords have been able to do, to changes to the way that work is carried out. But repairs work – and with particular urgency fire safety work – will have to ramp up again, so this gives us a useful baseline to understand what is happening to repairs spending now, and in the future.

Figures for North Star, BCHA and Connect have been updated. Figures for this feature are taken from associations' annual accounts - but some confusion has emerged around the figure in these associations' accounts for capitalised repairs. The figure given mistakenly included the costs of building new homes, as well as the capitalised costs of repairs and maintenance. In some cases, this meant that, when compared with the previous year's data, it made it mistakenly look like these associations had significant increases in repairs spending. Places for People's entry in our table, like all the housing associations included, includes all homes owned and managed of all tenures. PfP notes that, while its total homes owned and managed is 209,312, as of March 2020, it only directly owned 70,743 social homes. The £116.8m it spent on repairs and maintenance related entirely to these homes. The inclusion of the other homes gives an unrepresentatively low figure for its spend per home of £559. If only the social homes that the money was spent on are counted, the figure would be £1,651.
