Jocelyne Fleming

Jocelyne Fleming

Policy and public affairs officer – Scotland, Chartered Institute of Building

Jocelyne’s drive to change housing policy stems from the belief that everyone deserves a warm, safe, affordable home. Fire safety, energy efficiency, fuel poverty, construction or addressing homelessness: there is scarcely a housing topic to which Jocelyne is not actively contributing in order to drive policy change.

Her work in Scotland is influencing policy in real time. Jocelyne is leading on industry-wide conversations on retrofit and fuel poverty, and she is also chair of the Retrofit Roundtable, which has agreed policy recommendations to meet Scotland’s retrofit challenges. Similarly, evidence that she recently gave to the Scottish government’s Local Government, Housing and Planning Committee has been quoted in parliament and widely acclaimed by industry figures and policymakers.

Closest to Jocelyne’s heart, however, is her work on homelessness. Jocelyne is studying for a PhD evaluating the Canadian National Housing Strategy, and she has worked as part of a research team to consider policy challenges that exist at the intersection of housing, homelessness and domestic abuse.
