Cecilia leads on several key areas of work for Sefton Council, including housing-led regeneration. That includes leading the delivery of the Hawthorne Road regeneration programme in Bootle, Merseyside, which had stalled in recent years. Cecilia has overseen the development of the later phases of the programme. Working with colleagues, she has helped to secure the imminent start of Phase 2 at Hawthorne Road, which will deliver a 91-unit extra-care scheme and 67 general needs affordable homes. Work is expected to start on an additional site later this year, which should deliver a further 104 units of affordable housing.

 

However, perhaps the most impressive aspect of the work Cecilia has led on is establishing future phases of the programme. These phases involve challenging brownfield sites with capacity to deliver a further 450 new homes.

 

One of Cecilia’s biggest strengths lies in identifying opportunities to join up different workstreams to overcome obstacles – as, for example, working with consultants appointed by Lloyds Bank as part of the Liverpool City Region Housing Taskforce to promote and develop the later-phase proposals for the programme.
